The Spikey-Eared Pichu card was created as an entry for a drawing content held across a dozen children's magazines in Japan during 2009, as part of the promotion around Pokmon movie Arceus and the Jewel of Life

It was incredibly rewarding though

Both of these cards are pretty powerful for a core set, and (in my opinion) point to a slight change in approach for the R&D team in how they view Core Sets
